DSTU 46.004-99 “Wheat flour. Specifications” is the Ukrainian national standard for wheat flour produced from common wheat (Triticum aestivum) intended for bakery, confectionery, pasta, and other food production. This standard establishes the classification, quality requirements, and testing methods for wheat flour produced and sold in Ukraine.
Classification
The standard defines the following grades of wheat flour:
- Top grade (Вищий сорт) — fine white flour with the lowest ash content, used for premium bakery and confectionery
- First grade (1-й сорт) — general-purpose flour for bread, bakery products, and pastry
- Second grade (2-й сорт) — flour with higher ash and bran content, used for darker bread varieties
- Wallpaper (Обойне) — whole-grain flour produced by grinding the entire wheat kernel
Key quality parameters
- Moisture: not more than 15.0%
- Ash content (dry basis): ranges from 0.55% (top grade) to 2.0% (wallpaper)
- Wet gluten content: minimum 24% (top grade) to 20% (second grade)
- Gluten quality: measured by deformation on the IDK-1 instrument — must fall within specified ranges for each grade
- Whiteness: minimum values specified for top and first grades
- Particle size: defined by sieve analysis for each grade
- Metallic impurities: not more than 3 mg/kg
- Pest infestation: not permitted
DSTU 46.004-99 is the Ukrainian counterpart to GOST R 52189-2003, with requirements adapted to Ukrainian wheat varieties and milling practices.
